現在目黒区総合庁舎として使われている建物は、建築家・村野藤吾氏が1966年に千代田生命本社ビルとして設計したものである。その屋上庭園は、村野氏の建物に合わせ、東京農業大学と区の共同でつくられた。
四季折々に花や実をつける樹木や草を植え、信楽焼きの鉢やベンチなどでアクセントをつけ、風力・太陽光発電で雨水を利用した植栽地底部潅水装置を動かすなどの工夫が凝らされている。

範囲：屋上庭園広場 約22m×13m （芝生および植栽部分を除く）

The present architecture of Meguro City Office Complex was designed by Togo Murano originally as the corporate building for Chiyoda Life Insurance Company in 1966. Its rooftop garden was accomplished by the Meguro City in collaboration with Tokyo University of Agriculture. It houses seasonal plants and flowers, or benches made in Shigaraki style Pottery. Its sprinkling water system is wind-powered and solar-powered.
